Such admittance is long overdue, and we hope you will support Taiwan's efforts wholeheartedly. The W.H.O. Constitution enshrines the principle that the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being. Under this principle, the 23 million people of Taiwan, and 400,000 foreign nationals, including many Canadians residing on this island, should have the same rights. If the Canadian government is serious about promoting the fundamental rights of all people, then it must support the entry of Taiwan to the W.H.O. A virus does not need a visa to travel, just as the Director-General of the W.H.O. Dr. Jong-wook Lee stated, "The SARS epidemic showed us that we cannot afford any gap in our global surveillance and response network." Taiwan's inadequate access to global disease prevention and control networks poses a great threat to both Taiwanese citizens and to the entire world community. Therefore, it is imperative that Taiwan be able to participate in the World Health Assembly. It is also critical for Taiwan to participate in all W.H.O. technical meetings, as well as the Global Outbreak Alert and Response Network (GOARN). Taiwan must also be allowed to participate in the International Health Regulation (IHR) mechanism. We ask that the Canadian government fully support the following: - The admittance of Taiwan to the World Health Organization as an Observer - The full participation of Taiwan at all W.H.O. technical meetings - The partnership of Taiwan and GOARN - The integration of Taiwan in the IHR mechanism Canada's government has long claimed that it promotes democratic ideals, fundamental rights and the freedom of all peoples on the international stage.
